Ruby is an easy one click install for Windows. Go to the Ruby for Windows website, download the latest for Windows and run the installer.

Be sure to check the “command line” option during install. This will add Ruby to the system PATH so you can run it from anywhere.
Installing SASS using the Ruby gems package installer is easy. Just type
gem install sass for the latest stable build.

You can verify SASS is installed correctly by checking the version.

Start PhpStorm 7.1 and add file watchers for SASS files. There are two types of SASS files that the compiler works with, one are for
*.sass files and the other is
*.scss files. Each file extension will need it’s own file watcher.
PhpStorm will complain about adding a watcher for a file type, when no files of that type exist in the project. Add an empty file
failure2.sccsanywhere in your project. Do not name two files the same with different SASS extensions. For example;

Always restart PhpStorm after adding a watcher. It does not see changes to Windows path if it was running while installing other software.
To install the watchers use the existing watcher templates for SASS and type
sass.bat as the program to run.
